El Presidente Trump anuncia negociaciones para un acuerdo por "Aranceles Cero" con la Unión Europea

El presidente Donald Trump y el Comisionado Europeo Jean-Claude Juncker hicieron un anuncio en la conferencia de prensa celebrada en el Jardín de las Rosas de la Casa Blanca este miércoles; informaron que acordaron trabajar y operar hace un esquema que permita un tratado de comercio con "cero aranceles, cero barreras para-arancelarias, cero subsidios en todos los bienes que no sean automotrices".
Continuó Trump:
"Actualmente los Estados Unidos y la Unión Europea tienen una relación comercial de un billón de dólares (U$S 1.000.000.000.000.-). La más gran relación económica del mundo. Queremos fortalecer nuestra relación comercial de tal forma que beneficie tanto a los norteamericanos como a los ciudadanos europeos. A ese acuerdo hemos llegado hoy, primero para trabajar hacia un acuerdo de aranceles ceros, cero barreras para-arancelarias y cero subsidios a todos los bienes no automotrices".
"También vamos a trabajar para reducir las barreas con el objeto de incrementar el comercio de servicios, químicos, farmacéuticos y productos médicos, así como soja", dijo Trump, "la soja es un tema muy importante y la Unión Europea va a empezar inmediatamente a comprar un montón de soja...a nuestros granjeros del Medio Oeste, mayormente".
Trump agradeció a Juncker por llegar a este acuerdo.
"Esto abrirá mercado para granjeros y trabajadores, incrementará las inversiones, y llevará a más prosperidad tanto en los Estados Unidos como en la Unión Europea", dijo Trump, "También hará al comercio más justo y más recíproco. Mi palabra favorita: "recíproco".
Trump luego habló de la segunda parte del acuerdo "fortalecer la cooperación estratégica de EEUU respecto a la energía".
"La Unión Europea quiere importar gas natural licuado, desde los Estados Unidos", dijo Trump, quien agregó que la UE será un "comprador gigante". Dijo que EEUU hará para la UE que le sea más fácil comprar gas con el objeto de "diversificar la oferta de energía, lo que ellos quieren mucho".

El cuarto acuerdo fue "unir fuerzas para proteger a las compañías europeas y norteamericanas para que mejoren y mejoren más aún...por lo tanto trabajaremos muy cerca juntos con nuestros socios para modificar la Organización Mundial del Comercio (WTO) y eliminar las prácticas comerciales desleales, incluyendo el robo de propiedad intelectual, la transferencia de tecnología forzada, los subsidios a la industria, las distorsiones creadas por las industrias propiedad de los estados y el exceso de capacidad instalada. "Esas prácticas han sido ampliamente criticadas por los EEUU y por el presidente Trump, dirigidas, concretamente, contra los chinos y sus prácticas comerciales desleales.
Trump y Juncker acordaron inmediatamente establecer un grupo ejecutivo de trabajo constituido por "gente muy inteligente de ambas partes" para que sean sus más cercanos asesores y llevar adelante una agenda conjunta. Inicialmente el grupo "identificará las medidas de corto plaza para facilitar los intercambios comerciales y revisar las medidas sobre los aranceles existentes y qué se puede hacer para mejorar ambos".
Trump dijo que mientras discutía el actual acuerdo que ambas partes no "irán en contra del espíritu de este acuerdo a menos que alguna de las partes decida salir de la negociación".
"También resolveremos los aranceles al acero y al aluminio y resolveremos las tarifas por represalia", dijo Trump.
Juncker habló después y dijo que identificaban un número de áreas donde los EEUU y la UE podía trabajar en forma conjunta. Dijo que vino a la Casa Blanco el miércoles con la intención de trabajar este acuerdo comercial. Dijo que su foco principal era lograr "un área de cero arancel para los productos industriales". Hizo eco de los dichos del Presidente Trump y los esfuerzos para fortalecer la cooperación en el campo de la energía y la importación de gas. También dijo que incrementarán la importación de porotos de soja y trabajarán para reformar la OMC. Ambos frenarán la suba de tarifas y los EEUU retrocederán en el aumento reciente a los aranceles al acero y aluminio europeo.
"Este fue un gran día para el comercio libre y leal, un gran gran día", dijo Trump al cerrar.
El anuncio vino después de que Trump y Juncker pasaron toda la tarde reunidos sobre temas comerciales de EEUU y UE.
Trump agradeció a senadores que estaban presentes en la conferencia de prensa conjunta.

1. Estados Unidos elevó los aranceles a la importación de acero y aluminio. Dejó afuera de esa suba a Australia, Argentina y Canadá.

Trump, E.U. President Announce ‘Zero Tariffs’ Trade Agreement Negotiations
President Donald Trump and European Commissioner Jean-Claude Juncker gave a late-announced press conference in the White House Rose Garden Wednesday as they announced an agreement to work toward and operate in the spirit of a “zero tariffs, zero non-tariff barriers, zero subsidies on non-auto industrial goods” trade deal.
The United States and the European Union together account for more than $830 million citizens and more than 50 percent of the global GDP,” said Trump, adding this means they make up more than 50 percent of trade. “If we team up, we can make our planet a better, more secure, and prosperous place.”
Trump continued:
Already today the United States and European Union have a $1 trillion bilateral trade relationship. The largest economic relationship anywhere in the world. We want to further strengthen this trade relationship to the benefit of all American and European citizens. This is why we agreed today, first of all, to work together toward zero tariffs, zero non-tariff barriers, and zero subsidies on non-auto industrial goods.

“We will also work to reduce barriers that increase trade in services, chemicals, pharmaceuticals, medical products, as well as soybeans,” said Trump. “Soybeans is a big deal and the European Union is going to start almost immediately to buy a lot of soybeans…from our farmers in the midwest primarily.”
Trump thanked Juncker for this agreement.
“This will open markets for farmers and workers, increase investment, and lead to greater prosperity in both the United States and the European Union,” said Trump. “It will also make trade fairer and more reciprocal, my favorite word, reciprocal.”

Trump then moved to the second portion of the agreement, “strengthening of [America’s] strategic cooperation with respect to energy.”
“The European Union wants to import more liquified natural gas, LNG, from the United States,” said Trump who added that the E.U. will be a “massive buyer.” He said the U.S. will be making it easier for the E.U. to do so in order to “diversify their energy supply, which they want very much to do.”
The third agreement between Trump and Juncker was to “launch a close dialogue on standards in order to ease trade, reduce bureaucratic obstacles, and slash costs dramatically.”
Their fourth agreement was to “join forces to protect American and European companies from better and really better than ever…we will therefore work closely together with likeminded partners to reform the WTO and to address unfair trading practices including intellectual property theft, forced technology transfer, industrial subsidy, distortions created by state-owned enterprises, and overcapacity.” These practices ring of criticisms the U.S. and President Trump have lodged against the Chinese as unfair trading practices.
Trump and Juncker agreed to immediately set up an executive working group comprised of “very intelligent people on both sides” to be their “closest advisers” and carry out the joint agenda. Initially the group will “identify short-term measures to facilitate commercial exchanges and assess existing tariff measures and what [they] can do about that to the betterment of both.”
Trump said that in the course of working out this agreement, both parties will not “go against the spirit of this agreement unless either party terminates the negotiation.”
“We also will resolve the steel and aluminum tariff issues and we will resolve retaliatory tariffs,” said Trump.
Juncker then spoke of the deal and said they identified a number of areas where the U.S. and E.U. can work together. He said that he came to the White House Wednesday with the intension of working out a trade agreement. He said his primary focus was on working toward “zero tariffs on industrial goods.” He echoed President Trump and efforts to strengthen energy cooperation and importation of LNG. He also spoke of the soybean import increase and working toward reforms of the WTO. The two will hold off on further tariffs and the U.S. will relent on steel and aluminum tariffs.“This was a very big day for free and fair trade, very big day indeed,” said Trump in closing.
The announcement came after Trump and Juncker spent the early afternoon meeting on issues of trade between the U.S. and E.U.Trump called out the names of several Senators present at the joint press conference.
